I found a direct rebuttal to this.

The gist is this: inspectors certified the explosives were there in March. For this scenario to be true, the 40 heavy truckloads of explosive would have to have been moved out without detection, during a time when we had total air supremacy and heavy surveillance of all of their known potential WMD sites. And this would have to have taken place in the window of one month. If that's true, then it's a huge failure anyway, not exculpatory evidence.

Oh, and if it's true, and the explosives were moved out before the war and were never under our control, why didn't the press secretary just say that yesterday, instead of just denying knowledge of everything?
He said that they only found out about it 10 days ago, that 380 tons of bomb was insignificant to the tons of "munitions" (guns and bullets, mostly) that they've picked up, etc.

Does that make sense to anyone? a priority weapons site was looted before we got there, and 18 months later, the only authority we have to go on is NBC?
